The General Urban Renewal Plan of Huelva was definitively approved in October 1999. In only four years, the large operations contained in it began to develop. Huelva opens like a city of agreement to a script whose plot is renewed as new needs and new opportunities arise. The General Urban Renewal Plan and the Strategic Plan set the standards for how and where to intervene in the city, based on three fundamental principals:

  • A defined and viable planning outline.

  • Clear and socially accepted objectives.

  • Urban management instruments based on agility and flexibility.

  • Capability to respond to the requirements and demands of the different social agents.

Upon this basis, on the horizon of two four-year periods, period of the execution of the program of the General Plan, Huelva will have made an important qualitative jump of strategic importance.

 

   
      1. SEMINARY. The sector encompasses a surface of 24.8686 Ha. 430 single-family dwellings and 625 collective dwellings will be built.

 

   
 
 
  2. ODIEL SALT MARSHES. 1,789 new dwellings, a part of which are for the relocation of the resident population. The rest are subsidized dwellings. A Linear park is planned on 20% of the 44 Ha. Of the field surface.

 

   
 
 
  3. MORET PARK. A major residential operation (886 dwellings) allows for the necessary ground to develop an urban park of almost 26 Ha. The Moret Park, long urban aspiration is prefigured as the “green lung” of Huelva.

 

   
 
 
  4. SAN ANTONIO. New urban center on the Avenida de Andalucía, main entrance point of the city, with near 500 dwellings, green area system and 1,300 parking places on a 9 Ha. Surface. San Antonio will ease the congestion of the Old Quarters upon becoming a new city center in Huelva.

 

   
    5. EXPANSION OF HUELVA. The PAU 1 of the General Plan of Huelva encompasses 150 Ha. Of surface. 3,688 one-family and collective dwellings can be constructed as well as large installations such as the Nuevo Colombino stadium, already finished, the Athletic Port next to the mineral cargo dock of Riotinto, the Train Station or the new Convention center.

 

   
      6. NEW TRAIN STATION. With a planned investment of 4,000 million, it gets Huelva ready for the high-speed railway. It is also taking shape, due to its central location and entertainment installations, as a new city meeting and gathering point.

 

   
     

7. POLVORÍN SALT MARSHES. Activity on almost 40 Ha. of grounds that includes a residential program with 515 multi-family and 415 single-family dwellings.

 

   
     

8. LA FLORIDA. 1,106 new dwellings next to the Avenida de Andalucía with a high quality residential plan, in a project that contemplates the use of 23,000 square meters of open space in the Antonio Machado Park. Additionally, next to this new development and the Sports Palace, the El Saladillo Sports Center (183,000 m2 surface) is planned for construction with a wide range of uses: athletic track, tennis court, cycling track, heated pool, High Performance Center, 1,200 parking spots...

 

   
      9. VISTA ALEGRE. Around a thousand dwellings with a generous endowment of green areas and open spaces.

 

   
     

10. ENLARGEMENT OF THE UNIVERSITY. With an investment of 20,000 million Pesetas, it will constitute over 40 Ha. of surface for new university installations.

 

   
     

11. HUELVA BUSINESS PARK. In the confluence of the A-49 with the highways N-431 and N-435 this project has begun to develop in collaboration with the SEPES. It is a Business Park of 183 Ha. that will house a Transportation City, food and agriculture building, exposition and congress palace, a multi-complex of health, entertainment and sports and a specialized industrial floor.

 

   
     

SPECIAL PLAN OF THE HUELVA OLD QUARTERS

The old center of Huelva will only maintain its traditional look in some corners and although in these cases, with notable deterioration of the buildings that have were saved from the pickaxe. There are many disjointed and deteriorated areas. Other additional problems in the Old Quarters of Huelva are the traffic congestion and the scarce presence and quality of plazas and pedestrian areas. The strategy of the Special Plan for the Old Quarters of Huelva tries to deal with this situation with specific actions.

 

   
 
 
  1. PROTECTION OF THE HISTORIC EDIFICATION AND PROMOTION OF ITS RENOVATION. Some 200 properties have been catalogued and protected with different degrees. The adaptation and renovation of buildings that have rely on public grants established under programs that have already been successfully applied in cities like Seville, Santiago de Compostela and Barcelona.

 

   
    2. PEDESTRIANIZATION AND ADAPTATION OF STREETS AND OPEN SPACES AND PROTECTION AND VALUATION OF UNIQUE SPACES. The pedestrianization is proposed of the area of the Old Quarters in which a large part of its historical identity is maintained. The pedestrianization should be reinforced with the improvement of infrastructures, paving and urban environmental actions.

 

   
 
 
  3. SPECIAL PLAN FOR THE HILL OF SAN PEDRO. On top of the hill of San Pedro, an emblematic space of the city, the origin of Huelva, a Park-Viewpoint is planned to be built, recovering the traces of the disappeared Castle of the Medina Sidonia and evaluating the archaeological remains that are found in the area. It will have a magnificent viewpoint overlooking the city and its landscape as well as a focal point for cultural activities.

 

   
 
 
  4. SPECIAL PLAN FOR THE AREA OF THE MARKET OF EL CARMEN. The move of the current food market to the Pescaderías neighborhood will give the necessary grounds to make a new covered Plaza, with representative space and underground parking. This action will have an essential role in the rehabilitation of the center for its vitality of its new residential and tertiary functions and by its architectural uniqueness.

 

   
    5. SPECIAL PLAN FOR PESCADERÍAS. The Pescaderías neighborhood, with 1,400 new high quality dwellings located between the Old Quarters, the future Expansion of the city and the Ría del Odiel is one of the star projects of the new PGOU. Its main objective is to link the Old Quarters with the landscape of the Ría del Odiel, apart from contributing to the revitalization of the center by incorporating new economic and public functions. This includes a Linear Park supported by the elevated tracks of the old Riotinto train that joined together with elements allusive to copper mining, whose importance is a determining factor in the origin and historic evolution of Huelva.
